According to Circular 60/2023/TT-BTC, pickup trucks are classified as passenger cars with 9 seats or less with a fixed charge for initial registration and license plate of 20 million VND/time/vehicle in Zone I.

The Ministry of Finance has just issued Circular 60/2023/TT-BTC on the rate, collection, payment, exemption and management of charges for registration and license plate of road motor vehicles. According to this Circular, from October 22, 2023, charges for registration and license plate fees of cars and motorbikes will have numerous changes.

For 4-wheelers

Circular 60/2023/TT-BTC regulates the charge rates for issuance of registration certificates with license plates in Zone I for the first time (Hanoi and Ho Chi Minh City) as follows:

• For cars (except passenger cars with 9 seats or less, trailers, semi-trailers registered separately): 500,000 VND/time/vehicle instead of the old rate of 150,000 – 500,000 VND/time/vehicle.
• Passenger cars with 9 seats or less (including pickup trucks): 20 million VND/time/vehicle. Previously, the charge for the issuance of a registration certificate with license plate in area I for the first time for passenger cars with 9 seats or less was assigned to the People’s Councils of cities to promulgate.

Thus, in this amendment, pickup trucks are classified as passenger cars with 9 seats or less with a fixed charge for initial registration and license plate of 20 million VND/time/vehicle in Zone I , increased 40 times compared to before (500,000 VND/time/vehicle).

Also according to Circular 60, the charge for issuing a new registration certificate with license plate for passenger cars with 9 seats or less (including pickup trucks) in Zone II (Hai Phong, Da Nang) Nang, Can Tho, provincial cities and towns) is 1 million VND/time/vehicle.
In Zone III (remaining localities), the charge for issuing a new registration certificate with license plate for passenger cars with 9 seats or less is 200,000 VND/time/vehicle. In both Zone II and III, the fee levels are unchanged compared to current regulations.

For motorbikes
According to Circular 60, charges for registration and issuance of new motorbike license plates are calculated based on vehicle value and by zone, specified as follows:

• Vehicles worth over 40 million VND: the charge is set at 4 million VND/time/vehicle (Zone I); 800,000 VND/time/vehicle (Zone II) and 150,000 VND/time/vehicle (Zone III), an increase of 100,000 VND compared to the current regulation of 50,000 VND/time/vehicle.
• Motorcycles worth over 15 million VND to 40 million VND: the fixed charge is 2 million VND/time/vehicle for Zone I instead of the current regulation which is a charge in the range of 1-2 million VND; Zone II remains the same as 400,000 VND/time/vehicle; Zone III is 150,000 VND/time/vehicle instead of the current regulation of 50,000 VND/time/vehicle.
• Motorbikes worth 15 million VND or less: the charge in Zone I is 1 million VND/time, instead of the current regulation of collecting within the range of 500,000 – 1,000,000 VND/time/vehicle; Zone II remains the same as 200,000 VND/time/vehicle; Zone III has a rate of 150,000 VND/time/vehicle instead of the current regulation of 50,000 VND/time/vehicle.
