Car registration will continue to be tightened in 2023

Extending into 2023, the Vietnam Ministry of Registry will continue to strengthen the examination of inspection activities at registration centers across the country.

Information from the Vietnam Ministry of Registry said that this agency has just issued a decision to establish a Working Group on strengthening state management. The goal is to inspect, prevent, and combat acts of corruption, negativity, violations of regulations in the field of vehicle inspection.

Accordingly, in 2023, the Working Group will perform the following tasks: Inspect and review the activities of the registry units nationwide, including the prevention and combat against corruption and negativity at units.

The contents of inspection and review include:

  • Documents on operation conditions of the registry,
  • Personnel conditions,
  • Professional training of registrars,
  • Equipment and the implementation of motor vehicle inspection,
  • management, use and storage of audit data,
  • Collection, payment, management, and use of road Maintenance fees,
  • Management and use of issued registration stamps, and
  • Other contents under the State management positions and tasks of the Vietnam Register.

For motor vehicle registration units violating regulations, the Working Group considers and strictly handles them according to the provisions of Decree No. 139/2018/ND-CP.

At the same time, review and propose to supplement and amend legal documents in order to perfect institutions and regulations to overcome loopholes and inadequacies in order to eliminate opportunities and conditions for arising corruption and standards pole; identify each stage, potential job position, generating solutions to negative and preventive solutions.

After the controversies related to a number of motor vehicle registration centers in the southern provinces and cities recently, the establishment of the Working Group is considered a move to tighten the registration activities even further inspection, thereby improving the quality of vehicles when participating in traffic.

Previously, the Ho Chi Minh City Police had discovered and dismantled an procedure of bribery and forging in 9 registration centers of road motor vehicles in Ho Chi Minh City and other provinces like Long An, Tien Giang, Soc Trang, Dong Thap.

In order to have money divided among the staff and fund the operation, the directors of the above-mentioned registration centers have directed the center staff, including deputy directors, surveyors, interns, or office staff in the process of quality inspection. Upon measuring emission standards for environmental protection, these facilities intentionally ignored violations of more than 70,000 motorized road vehicles, making illegal profits of more than 10 billion VND.

Specific tricks are to ignore violations during manual inspection, lease, replace non-standard spare parts, use third-party software to interfere with the registry system to change inspection parameters, emissions determination…
